Is MAC planning on purchasing a number of 2004 SCCA SOLO II rule books and making them available for sale to members?

yes.

2004 SCCA Solo II Rule Books will be available to purchase at MAC monthly meetings and driving events, beginning with the April 17/18 Novice School. The price will be $20, which includes a book and CD.
